This was not set out as a distinctive route in the report.  It sets out the active life of a community in terms of the different kinds of behaviours and attitudes of individuals in a locality who are taking part in volunteering, neighbourly help, the creation and activites of community groups and voluntary organisations, and the role of community representatives on decision-making bodies.
