Peacekeeping security
The best defensive strategy is to remove any aggressor's desire to use force by- lessening fear and tension; reducing the likely gain; and increasing the likely cost. Lessening fear depends on co-operation and disarmament. Reducing gains depends much on civil non-co-operation; increasing likely costs depends on sanctions by the global community.
Ultimately, fear can only be removed by gaining environmental, economic, human and spiritual security and by general disarmament. With verification that no military build-ups occur, peace-keeping will be needed:
  • Locally-via policing, conflict resolution and law.
  • Nationally - via law, police . and diplomacy. No military,
  • Regionally - via policing for control of terrorism, crime, etc., and via negotiated conflict resolution. No military,
  • Globally - via UN forces conflict resolution teams and international courts.
